Islam and its teachings are our way of life and the driving force for us to realize our Vision. The values of moderation, tolerance, excellence, discipline, equity, and transparency will be the bedrock of our success.
Saudi Arabia has the privilege to serve the Two Holy Mosques, the pilgrims and all visitors to the blessed holy sites. In the last decade, the number of Umrah visitors entering the country from abroad has tripled, reaching 8 million people. This is a noble responsibility. It requires us to spare no effort to serve our brothers and sisters.

In this context:
1. We have begun a third expansion to the Two Holy Mosques

2. We are modernizing and increasing the capacities of our airports.

3. We have launched the Makkah Metro project to complement the railroad and train projects that will serve visitors to the Holy Mosques and holy sites.

4. We have reinforced the network of our transport system to facilitate access and help pilgrims perform their visits with greater ease and convenience.

5. We are enriching pilgrims’ spiritual journeys and cultural experiences while in the Kingdom.

6. We are establishing more museums, preparing new tourist and historical sites and cultural venues, and improving the pilgrimage experience within the Kingdom.
We take immense pride in the historical and cultural legacy of our Saudi, Arab, and Islamic heritage.

Our land was, and continues to be, known for its ancient civilizations and as a crossroads of global trade. This heritage has given our society a great depth of cultural richness and diversity.
By endeavoring to strengthen, preserve and highlight our national identity, we are ensuring it will guide the lives of future generations.
We are also restoring national, Arab, Islamic and ancient cultural sites – to have them recognized internationally and be accessible to all. In doing so, we will create cultural events and build world-class museums which will attract visitors from near and far.


Serving increasing number of Umrah visitors

By 2020, and through increased capacity and improved services offered to visitors, more than 15 million Muslims will be able to perform Umrah annually while ensuring a high-quality pilgrimage experience.  

To achieve this, we are:
  • Improving visa application procedures with the aim of full automation

  • Further integrating e-services into the pilgrims’ journey which will enrich the religious and cultural experience

  • In cooperation with the private sector, upgrading accommodation, improving hospitality and launching new services for pilgrims
The world’s largest Islamic museum

We take great pride in our heritage and our place at the heart of Islam.  Mohammad, the Last of Prophets, Peace Be Upon Him, was from Makkah, the birthplace of Islam.  Medina is where the first Islamic society was born.

To showcase this heritage, we will build an Islamic museum that meets the highest global standards – where visitors and citizens will learn about the history of Islam, participate in cultural events and, through modern technology, enjoy interactive and immersive experiences.  It will also include a world-class library and research center.

With fulfilling lives

Culture and entertainment are essential to enjoy a rich quality of life. At the same time, current entertainment options have not always reflected the aspirations of our citizens and residents.

We are addressing this gap by supporting the efforts of regions, governorates, non-profit and private sectors to organize cultural events, attract local and international investors, and create partnerships with international entertainment corporations.

We are also strategically investing public funds to make land available for cultural and entertainment projects and to support aspiring writers, authors, and directors. Cultural venues – such as libraries, arts centers and museums – and entertainment possibilities to suit diverse preferences are also being offered.
These projects directly contribute to our economy through investment and jobs.
Although a healthy and balanced lifestyle is a cornerstone of a high quality of life, opportunities for the regular practice of sports have often been limited.

Today, we are actively encouraging participation in sports and athletic activities by working in partnership with the private sector to establish additional dedicated facilities and programs.

Not only will this increase the variety of sports and leisure pursuits available to citizens and residents, it will also help us achieve our aspiration to excel in select sports regionally and globally.
Our cities already enjoy high levels of security and development.

They are already among the safest in the world with annual crime rates lower than 0.8 per 100,000 people, far below the international rate of 7.6. Safety and security will be maintained by supporting ongoing efforts to fight drug abuse, improve traffic safety and reduce traffic accidents.

Our cities – and their essential infrastructure – have grown significantly in recent decades. To meet the future needs of citizens and residents, we are ensuring high quality services such as water, electricity, public transport and roads are properly provided. Open and landscaped areas are also being developed further to meet the recreational needs of individuals and families.
By preserving our environment and natural resources, we fulfill our Islamic, human and moral duties. It is our responsibility to future generations and essential to the quality of our daily lives.

To safeguard our environment, we are improving the efficiency of waste management, establishing comprehensive recycling projects, reducing all types of pollution and fighting desertification.

Use of water resources will also be optimized through reduced consumption and utilizing treated and renewable water. In addition, efforts are underway to protect and rehabilitate our beautiful beaches, nature reserves and islands, and make them open to everyone.


  • Increase the number and variety of cultural and entertainment activities with the aim of opening dedicated venues to showcase our citizens’ myriad talents

  • Review our regulations to simplify the establishment of amateur, social and cultural clubs

  • Launch and provide the necessary financial support for “Daem”, a national program to enhance the quality of cultural activities and entertainment by creating a national network of registered and professionally-organized amateur clubs providing a variety of cultural activities and entertainment events.  More than 450 clubs will be established by 2020.

With strong foundations

Families are the key building block of a society.

One of the defining characteristics of the Kingdom is its adherence to Islamic principles and the values placed on family unity and extended family relations. Building on these key characteristics, we will provide families with the support needed to care for their children and develop their talents. To achieve this, we are:

1. Deepening the participation of parents in the education process, to help them develop their children’s characters and talents so they can contribute fully to society.

2. Encouraging families to plan carefully for their future and the futures of their children.

3. Promoting home ownership, given the important role ownership plays in strengthening family security.

Through new regulations, encouraging private sector construction, and providing funding, mortgage solutions and ownership schemes, we aim to increase home ownership – currently at 47% -- by five percent by 2020.
We aim to instill positive moral beliefs in our children’s characters from an early age by reshaping our academic and educational system.

Schools, working with families, will reinforce the fabric of society by providing students with the compassion, knowledge, and behaviors necessary for resilient and independent characters to emerge.

We will also promote cultural, social, volunteering and athletic activities through empowering our educational, cultural and entertainment institutions.
We are modernizing our social welfare system to make it more efficient, empowering and just.

Subsidies for fuel, food, water and electricity will be better utilized by redirecting them towards those in need.

We will provide our most vulnerable citizens with tailored care and support. Together with the private sector and non-governmental organizations, we will offer preparation and training to those unable to find employment so they can smoothly join the workforce whenever possible
Today, the Kingdom’s health system provides 2.2 hospital beds for every 1,000 people and world-class medical specialists. Over the last three decades, average life expectancy has risen from 66 years to 74 years.

Much has been achieved. However, we are determined to increase the capacity of our hospitals and health care centers, and enhance the quality of our preventive and therapeutic health care services. To achieve this, we are:

1. Promoting preventive care on reducing infectious diseases and in encouraging citizens to make use of primary care as a first step.

2. Deepening collaboration and integration between health and social care, as well as supporting families to provide home care when necessary for their relatives.

3. Focusing the public sector’s role in health care as we prepare for the benefits of privatization.

4. Developing private medical insurance to improve access to medical services and reduce waiting times for appointments with specialists and consultants.

5. Providing doctors with enhanced training to improve treatment for chronic diseases such as heart disease, diabetes and cancer that threaten our nation’s health.


Increasing parent engagement in education
The engagement of parents in their children’s education is a key measure of success.  Our goal by 2020 is for 80 percent of parents to be engaged in school activities and the learning process of their children. To achieve this, we are:
  • Launching the “Irtiqaa” program to measure a school’s effectiveness in engaging parents in their children’s education.
  • Establishing parent-led boards in schools to open discussion forums and further engage with parents.
  • Training teachers to raise their awareness of the importance of communicating with parents and equip them with effective methods to do so successfully.
  • Collaborating with private and non-profit sectors to offer innovative educational programs and events that can improve this academic partnership.
Delivering efficient, high quality health care
Our goal is to enhance the standard and quality of health care services and build a health care sector that promotes competition and transparency among providers.  This will enhance the capability, efficiency and productivity of care and treatment and increase the options available to our citizens.  To achieve this goal, we are:
  • Introducing corporatization into the sector by transferring responsibility for health care to a network of public companies that compete both against each other and against the private sector.  This will ensure high quality of care for citizens while allowing the government to focus on its legislative, regulatory and supervisory roles.
